If you feel like you are not putting enough energy and your efforts are not enough, perhaps helping others may actually do the trick.

This card heralds a new and improved cycle, Oracle says. Look for something new or renegotiate, if you feel unhappy about your situation. A new plan may be called for, and envision what you want to manifest. Then take small, concrete action steps. 

Reconnect with your inner desires (or help others), and take those baby steps. Whatever you’re doing right now could already be a baby step, and you just need to acknowledge it. It’s nice to be ambitious but recognize your slow and steady pace. It’s okay to be slow. What’s not okay is not having a concrete plan, to begin with.
